Bishop

I am speaking in my own name, and
I wish to refer to Part II of the Instrumentum Laboris, particularly
to nos. 27 and 30, concerning the Agents of Proclamation. Apart from the
diocesan and religious priests, there is now a growing number of "Fidei
donum" priests, who are being sent by the Bishops from outside Africa to
work, most temporarily, in the African dioceses. Since my resignation nearly
25 years ago, although I am religious, I am mostly working among them,
even under them. I think that much more thought ought to be given to them.
First of all clearer instructions should be given to the sending Bishops
concerning the selection, formation and preparation for mission work of
the priests they wish to send to the missions. After all, they are incardinated
in their dioceses, and they are responsible for them. Secondly, clearer
instruction should be given to the accepting Bishops concerning their rights
and also responsibilities for the conditions of life and work of the priests
confided to them.
